Imam al-Reza (as):

In response to Ma’mun’s question about the noble verse,
﴾It is He who created the heavens and the earth in six days and His Throne was [then] upon the waters that He may test you (to see) which of you is best in conduct.﴿

As for His words, ﴾that He may test you (to see) which of you is best in conduct.﴿ This means that the Exalted and Glorious Allah created them so that He tries them through their acts of obedience and worship, and not in the form of an examination and experimentation since He has always known everything."
